IIRC there was a change in qualification rules for national merit scholarships or something similar within the last 10 years or so that incented Michigan students to prioritize the SAT over the ACT. Didn't pay much attention at the time, but my teacher friends on facebook were talking about it.

the principles were in exam C. practical discussions on it were in the later exams.
