Now look at the pass rates for the other components.

DPA pass rate is lower than FVA primarily because it includes more non transition candidates. All those people that took the full DP exam and failed it are counted the DPA pass rate. Less people took the full FV exam (as opposed to DP or Advanced) last sitting so they had less of an impact on the FVA pass rate.

[You can look at the pass rate for FVC and estimate the pass rate for FVA for transition candidates- it has to be even higher)

It makes sense...
By that logic, the pass rates for Advanced should be 25 points higher than Core every sitting and not just this one.

Probably several factors coming together to form the delta:
Advanced sections being easier to pass than usual
Core sections being bring tougher to pass than usual
Some effect of transitional candidates being a mixture of non-first time FSA exam writers, and non-Advanced first time writers
Transitional candidates getting separate pass/fail evaluations while non-transitional still being evaluated on the whole (unclear which way this goes)

In fact the transition vs non transition pass rates are even more divergent than 65.5 vs 39.6 because:

There is a small but non zero number of candidates that had transition credit for Advanced and took DPC and FVC. (Similarly, there was also a small contingent of candidates that took the full FV exam)

So I played around with the numbers and it's possible I have it all figured out. [Or it's just coincidence] Basically I selected reasonable assumptions, tested and modified until everything was consistent.

This is what I've got:

367 Transition candidates took DPA, their pass rate is 63.22% on DPA.
261 non transitional candidates- their pass rate on DP is 37.93%

FVC (US and Canadian combined) is composed of 6 transitional candidates taking Core and 30 non transitional candidates taking FV.

The following is mostly guesswork, there are too many variables so there are too many scenarios that could make the numbers work out:

For FV Core: 6 transitional candidates took Core US, their pass rate is 66.67%
There are 30 non transitional candidates that took FV, and one of them is that unfortunate Canadian. Their combined pass rate for FV is 23.33%

Among transitional candidates, pass rate for FVA was 65.1%.

To elaborate, it's not that the transition candidates scored that much higher on DPA itself, I actually don't think they did. But they scored SO much higher on their afternoon section (due to not being tired), so they were much more likely to pass the exam as a whole. This makes sense. This is also why the non transitional candidates taking FV were destroyed. (Though the sample size is admittedly small.)

If the SOA was curious about how much worse someone will do on a timed exam after already being drained when competing against fresh competitors, now they know!

I don't actually believe this is what made a difference. I don't know if it is different for US, but at least for Canada, FV-C was MUCH MORE difficult and time consuming than FV-A. Non-transition candidates had to pass both, so even if they performed fairly well for FV-A, they might have failed anyway. I would also think they probably studied much more for FV-C as there was a ton of content, very significantly more than there is for DP-A for instance. I would say I probably studied 50/50 for DP-A/FV-A, but I would have never done 50/50 for FV-C/FV-A.
